"We are proud to offer the only rural needle exchange programs in New York State. We believe strongly in the efficacy of harm reduction programs in fighting the HIV epidemic. The rural citizens of New York are in no less need of syringe exchange, harm reduction, and other prevention strategies in staying safe from HIV." -- Diane Brown, Former STAP Executive Director
